Sir, — It appears from Mr Miller's letter in the Telegraph this evening that he takes exception to a remark made by me, in my address last Friday, regarding the consolidation of the'jMunicipal loans. In using the word " borrowed " I did not mean to infer that Mr Miller was aware of Mr Neal having previously proposed the consolidation of loans, but that Mr Miller's idea was nothing new, that Mr Neal had brought the matter forward, and that it had been discussed in the Council months before Mr Miller's wonderful scheme (?) ever saw the light. With respect to the other part of Mr Miller's letter, it only shows that he wishes to have the credit of having been the first to make the proposition, which was not the case. In conclusion, sir, should I ever stand again at some future time for Municipal honors, 1 hope that Mr Miller's influence will not be all-powerful to control the votes of the Napier people either for or against me. — I am, &c, H.Williams.
