LONDON, February 20. The election of Cardinal Pecci is very popular. His election was unanimous. Negotiations are proceeding respecting the occupation of Gallipoli. February 23. The European Conference on the I Eastern question assemble in a fortnight. ' The Chancellor of the Exchequer, in reply to a question, said that Russia had uneertaken not to occupy Gallipoli, and it was probable that an additional assurance would not be required. Earl Derby and Sir Stafford Northcote have announced in Parliament that England and Russia had agreed that neither of them shall occupy Gallipoli or Boulair, or land troops on either side of the Hellespont.
