In the course of the debate on Mr Gladstone's resolution, Sir Stafford Northcote, the Chancellor of the Exchequer, announced that the policy of the Government was that of strict neutrality, even though Russia might blockade or invade Egypt ; so long as England's road to India was untouched, there was no need for her to enter in the fight. Mr Gladstone's motion was negatived by a majority of 131, and the counter resolution moved by Sir J. Woolfle was carried without a division.
