CABLE TELEGRAMS.

LONDON, April 25. Tue San Francisco mails wore delivered to-day. The Merchants Committee have decided to restrict the next wool sales to 300,000 bales, exclusive of 40,000 held over from last sales. The brokers concur in tho arrangement. The quantity arrived is 30,000. ' April 26. Turkey's answer to the Russian manifesto is that the attack of Russia is unprovoked, and it appeals to the Treaty of 1850, and the mediation of the European poAvers. Russia is pouring troops into Roumania. Many battalions have already arrived at Galatz. Tho Cossacks are marching on Kalofat. The Turkish troops occupying Roumania have been withdrawn to the interior. Prince Nikitia, of Montenegro, is marching toAvards the frontier. The Turkish army is advancing upon Nish. Seventeen thousands Russians have crossed the Turkish frontier. Large forces are on their Avay toAvards the Danube. There is an universal desire that England should remain neutral. The Paris papers do not consider Count Moltke's speech hostile to France. DUNEDIN, April 28. The Macamlrew Testimonial Committee met on Thursday night for the purpose of receiving progress reports from the collectors. The amount .subscribed is not made public. Jt is intended to present the testimonial before the meeting of the A ssembly. The racehorse Right Bower died from the injuries received at the March meeting. The Harbor Board intends dispensing Avith two pilots, and having their services performed by the captain of the tug. WANGANUI, April 28. The Government have awarded £50 to the native witnesses in Moft'at's case. The Davenport company are draAving good houses. AUCKLAND, April 28. Mr Robert Graham, in his address to the electors of Auckland City West, said ho thought the land fund beyond control. He advocated an equitable arrangement between North and South, failing Avhich — separation. He also advocated the unrestricted sale of lands by the natives ; reform in administration ; reduction of the civil list ; a general system of secular education ; the sale of the raihvays to English capitalists, thereby reducing loans and taxation ; the taxation of the lands of absentees, and that a comprehensi\ r e scheme of self-government for Auckland should be arranged. Store cows fetched £5 to £6 5s ; heifers at calving, £6 15s to £8 lls ; three-year-old steers, £6 Is ; fat cows, £8 10s ; fat bullocks. £7 15s to £9 ; store ewes, 6s ; fat sheepj 9s.

(fhoji our. oavn correspondent.) WAIROA, April 28. The County Council met on the 25th inst. Present — Messrs Cable, Bee, Smytlie, Flint, and Parker ; the chairman 'was absent in Napier. Mr Cable took the chair. Proposed by Mr Parker, seconded by Mr Flint, that the claims for refund of rates be forwarded to the Finance Committee for their report to be submitted at the adjourned meeting of the Council. The motion was carried. On the motion of Mr Bee, seconded by Mr Smytlie, the following correspondence was received : — From the Hon. J. D. Ormond, stating that the subsidy would be paid on account of rates collected by the 30th of April ; from the Secretary of Crown Lands re the supervision of the survey of disputed native lands in the county. It was resolved, on the motion of Mr Smytlie, seconded by Mr Parker, that until an auditor be appointed by the Government, in accordance with clause 126 of the Counties Act, Mr Shaw be requested to audit the Treasurer's account up to March, 1877. Proposed by Mr Bee, seconded by Mr Flint, that tenders be immediately called for the maintenance of the following sections of roads : — Tongoia to Mohaka ; Mohaka to Turiroa ; Turiroa to "VVairoa, from date of contract to December 31st. The j motion was earned. It was resolved, on the motion of Mr Flint, seconded by Mr Cable, that M'Gowan's contract for the cuttings on the Turiroa-road be accepted. Mr Parker moved, and Mr Flint seconded, that the bridges and approaches opposite the post-office be metalled. The motion was carried. It was resolved on the motion of Mr Smytlie, seconded by Mr Flint, that the ferry committee produce a further report respecting the Wairoa Ferry. Mr Flint moved, and Mr Parker seconded, " That in the opinion of this Council it is desirable that something should be done to improve the entrance to the Wairoa and Mohaka rivers, so as to make them navigable for vessels, and that to further this object the chairman be requested to communicate with the General Government engineer to ascertain his view respecting the same." The motion was carried. Mr Flint moved, and Mr Smythe seconded, that the bridge over the One Tree Gully and Awatere creeks be at once proceeded with, and that tenders be called for same. The motion was carried. The Council adjourned to April 30, at 11 o'clock. There is a slight improvement in the Wairoa bar. It is expected that if the sea continues to go down, as at present, the Manaia may get out on Sunday.
