The Spanish Government is rigorously prohibiting the export of contraband of. war to Prance. In Italy the acquisition of Rome gives trouble' to Government, and a dissolution of Parliament is expected in consequence. The question of the disposal of the Pope gives great perplexity. The delay in the proclamation of Rome as the capita! occasions distrust. , , There are ministerial crises in Holland and Belgium. In Hungary a motion of sympathy with France has been passed. The American democrats have carried the elections in New York, Tennessee, and Alabama. Gaixe, November 30. Private telegrams indicate very high insurance rates on American ships to England. Complications between Prussia and America are threatening to arise sooner or later.
