The applicant shall, at the. time of making his application, pay to the said General Government Agent one-fourth of the upset price aforesaid, or the balance of purchase money aforesaid, as the case may be ; and, if the application is not accepted, the money so paid will be returned. 9. The said agent shall, by himself or his deputy* immediately after any such application is accepted (and in the presence of the applicant or his agent, if required), enter into a Minute Book, to be kept for that purpose, a minute of the receipt of such application. 10.
