Superintendent's Office, Napier, September 27, 1869. mHE SUPERINTENDENT begs to inform the Council that a Writ was X issued for the return of a Member to represent the Porangahau District, returnable on Saturday the 3rd October. Superintendent's Office, Napier, September 27, 1869. fIiHE SUPERINTENDENT begs to transmit the accompanying report JL from the Provincial Engineer, upon the state of the Roads in the Province. The report states that the lowest Tender for keeping the road from Havelock to the Southern boundary of the Province in repair for the present year, exceeds by £400 the sum provided by the Estimates, and that the Tender has been accepted. The Superintendent will ask the Council to make the necessary provision for this service. J. D. ORMOND, Superintendent. MESSAGE No. 3. Superintendent's Office, Napier, September 27, 1869. mHE SUPERINTENDENT suggests to the Provincial Council the necessity X of considering the Education question, aud in connection with it the present Education Acts. The Superintendent finds from the Treasurer that the amount realized last year from the Education Rate was insufficient to meet the charges as provided by the /Education Act, aud that a similar deficiency is expected this year. The Superintendent recommends the reference of the question to a Select Committee, with a view to amending the existing law. Eeport of the Provincial Treasurer upon the state of the Provincial Accounts. J. D. ORMOND, Superintendent. Provincial Treasury, Napier, 27th September, 1869. Sib,— l have the honor to report for your information that the state of the Provincial Accounts is as follows : — The Expenditure for the current financial year has been conducted within the votes of the Provincial Council, with the exception of the Harbor Department, in, however, only as regards a re-disposition of the items voted for that department, consequent upon the Deputy-Pilot assuming the duties of Pilot on the departure of Captain Cellum. The Accounts for the month of June, of the June quarter, 1869, are delayed completion in consequence of the late Provincial Engineer not having as yet furnished to the Treasury his accounts for money advanced to him under the Appropriation Act, 1868-69, for Roads, as well as for Roads and Harbor purposes under the "Loan Appropriation Act Amendment Act, 1868." I am, however, this day informed by Mr. Weber that his accounts will be furnished in a few days. There has been an expenditure of £80 19s. out of the vote for purchase of native lands on account of the Survey, &c, of the Whare-o-maranui and Waipukurau blocks, for which no appropriation was made in the " Loan Appropriation Amendment Act, 1868." The Accounts for the months of July and August of this year are already prepared. With respect to the expenditure under the head of Education, it was found necessary to advance out of the general funds of the Province the sum of £81 17s. Id., to enable all the School Teachers to receive the capitation allowance for the quarter ending the 30th June, 1869, as well as for the Collector of Rates to be paid a balance due to him, in consequence of there being a deficiency of the above amounts in the insufficiency of the Rates collected under the ''Education Bates Act, 1868." With respect to the Roads through the Papakura and Hikutoto Blocks, the maintenance of which is provided for out of the Road Levies due in each year, it was found necessary to advance out of the " Special Account " to the late Provincial Engineer the sum of £94, for the purpose of paying off the liabilities incurred by him on these Roads, in consequence of many of the Lessees in the above blocks having failed to pay the amount due by each, of them, to the Treasury, for Road Levies for the year 1868-69, Some portion of the amount has since been paid by the Lessees. Sib, — In reference to the rest of my Road Accounts, I have the honor to state that I shall furnish them in a few days from now. The delay has been caused by some of the pay sheets requiring the signature of some persons not to be found when I passed over the road, or the necessity to procure signatures as witnesses, or to complete some detail statement, which had to be obtained from the country. The quarter's Accounts are, however, not more in arrears than usual, as the Accounts of the Provincial Engineer's Department were necessarily always one quarter behind those of the other departments. The delay in this instance has naturally been in excess, as I had to pay liabilities to the end of June, and as I have not been able to devote as much time to that object as on former occasions. MESSAGE No. 6. fIiHE SUPERINTENDENT forwards for the information of the Council, J_ a letter addressed by him as Government Agent, to the hon the Colonial Secretary, with the reply thereto. The letters will fully explain the subject they refer to, and the decision the General Government have come to in regard to the question. The Superintendent would recommend the Council to propose to the General Government to advance the Province sufficient money to complete the purchase of the Block now under negociation, and upon which a considerable expenditure has been incurred which will otherwise be lost. This the General Government might probably be induced to do. The Council might also consider the propriety of authorizing the Commissioners to treat with an English Company for the settlement of the Block. J. D. ORMOND, Superintendent. Sib,— During my late stay in Wellington, I had the honor to bring under your notice that the Deputy-Superintendent of this Province, had directed the cessation of negociations which were in progress for the purchase of the block of land known as the 40 Mile Bush, from the Native proprietors by the Provincial Government ; this course was forced upon Mr. Rhodes from the fact that the Loan fund from which it had been proposed to provide funds for the purchase of the land was almost exhausted. I am informed by Mr. Locke, the gentleman who was conducting the purchase that at the time the negociations were stopped, the arrangements with the native owners were in a forward state, and that no difficulty stood in the way of the completion of the purchase of the Block ; it was suggested to me by the Deputy-Superintendent, that I should urge the General Government to complete the purchase which the Provincial Government was unable to carry out, and I accordingly brought the subject under your notice ,• but in the pressure of business at that time it could not receive consideration.
