FRANCE.
The French Atlantic Telegraph Cable expedition reached the American coast on 24th July, without any serious casualty happening to the Great Eastern or to the cable. The Viceroy of Egypt, in consequence of receiving important despatches from Constantinople, has returned hurriedly from the Continent of Europe to Egypt. His sudden recall gave rise to much speculation and some uneasiness. It has not transpired why he was recalled in this manner. The new French Ministry, consequent on the resignation of former officials, has been constituted as follows: — Count Latour D'Auvergne, Minister of Foreign Affairs ; M. Forcade La Roquette, Minir ster of the Interior ; Marshall Niel, Minister of War ; Admiral Grenouilly, Minister of Marine ; M. Chasseloup, President of the Council ; M. Rouher is appointed permanent President of the Senate. The sittings of the Corps Legislatif have been prorogued till November,
