PROVINCIAL COUNCIL.

Ebiday May 7. The Speaker took the chair at 3 o'clock. Papers. The Superintendent laid the following on the table : — Report of the Education commission. The purport of this document was that the commission had been unable to agree as to any mode of taxation for educational purposes that would be moro acceptable to the community than the one at present in force ; aud thought, on the whole, it would serve no purpose to disturb existing arrangements. Correspondence with the General Government as to the building on the Spit occupied as a telegraph office. Petitions. Mr. Rhodes presented a petition from Mr. Edward Boddington, late lessee of the toll-gate at Tareha's bridge, setting forth that his deficiencies arose from the actual revenue being much less than the estimated revenue, and from other causes ; expressing confidence that the Council would acquit him of any act of dishonesty or intended fraud ; and praying the Council to stay proceedings against him and his sureties that had bßen originated by the Government. On the motion of Mr. Rhodes, seconded by Mr. Kennedy, the petition was read. On the motion that it be received — Mr. Cablyon objected to such petitions, and thought the Council should set its face against them. He moved that the petition be not received. Lieut.-Colonel Lambert seconded the motion. The petitioner and his sureties signed the contract with their eyes open. After some discussion, the motion for receiving the petition was affirmed on the following division : — Ayes — Messrs. M'Lean, Rhodes, Orj mond, Kennedy, Locke, Sutton, Ferard, Dolbel, Weston, Buchanan. Noes — Messrs. Parsons, Carlyon, A'Deane, Tanner, Lambert. Mr. Rhodes had been entrusted with two other petitions, — one from Mr. R. Jeflares, publican, Clive, praying ibr aremission of his license fee, as there was no longer any business there ; and the other from 47 inhabitants of Clive, praying for a grant of land at West Clive, to which tho present school-house might be removed. Both of these were informal, being addressed to the Superintendent, and they were held over till another opportunity. Sheep and Scab, Mr. McLean, pursuant to notice, moved for leave To bring in a Sheep and Scab Consolidation Bill. Leave was granted; the Bill was brought in ; read a first time, and ordered to be printed. Standing order No. 27 being then suspended, Mr. M'Lean moved — That a Seleot Committee be appointed to report upon aud nmke suoh suggestions on the Sheep and Scab Consolidation Aot as may be deemed necessary ; such Committee to oonsist of Messrs. Carlyon, Rhodes, Tanner, Tiffen, A'Deane, and the mover. Grant of Land to W. R. Russell. Mr. Carlyon obtained leave to postpone till next sitting day the following motion standing in his name : — That this Counoil will express their opinion* in the form of a resolution, as to the policy of the late Aot passed by the General Assembly, granting 800 acres of land to William Russell Russell Esq.
