The St. Kilda, s.s., arrived about nine last night, with the English mail via Panama— the Mataura having arrived in Wellington. On the evening of Wednesday last Mr. Yogel moved for a Select Committee be appointed to inquire into the financial condition of the colony, and to recommend an equitable apportionment of Colonial and Provincial Liabilities, with a view to end indefinite liability of the Southern Provinces for Northern Expenditure, and to give to the Northern provinces the control of Northern affairs within their respective limits, with power to call for persons and papers, such Committee to consist of Mr. Bell, Mr. Curtis, Mr. Eyes, Dr. Featherston, Mr. M'Lean, Mr. Macandrew, Mr. Moorhouse, Mr. J.
