To tlie Editor of the Hawkefs Bay Herald. Sir, — It appears by your report of the proceedings of the Resident Magistrate's Court, Napier, on the sth inst. that two informations under the Scab Act were laid against separate runholders ; about three months ago two other informations were laid by the same Inspector ; in each of the four cases he proved the existence of scab. Perhaps it would be as well that I should state that the above informations referred to sheep depasturing at Mohaka and northward of it. _ The Scab Act appears to provide for a sufficiency of fines and penalties. It would be as well if the General Government undertook the suppression of such a loathsome disease. The scab, through all its symptoms, does not appear to be well known. It is necessary that the Inspectors should get fairly paid to enable them to devote the whole of their time to that duty ; let the returns of the runs that they have inspected be published in the Government Gazette, say quarterly. The Scab department has a right to be placed upon a better footing in this Province ; and I hope, ere long, to hear lectures delivered relative to the general features of scab and its mode of cure.
