THE H AWKE'S BAY HERALD. Napier, November 5, 1859.

We hear it rumoured that the Provincial, Council is not unlikely to assemble at an'" earlier period than that arranged upon at the close'of the first session. The time of such meeting — should country members be able to leave their homes at so busy a period of the year — will be, it is said, about ; the end of November instead of the end of December. The object of this intended change' may be explained in a very few words : — A large sum, derivable from the lands of the province, is now, and may be expected to be, available for public works.. It is important that these should be pushed forward during the present summer ; yeit it is equally essential that, except under unforeseen and pressing circumstances, all "public expenditufY should be- under the sanction, . given in public,- of the people's representatives.- ',' " It is therefore proposed — if ourinforma-

be correct — to convene the council for the purpose of considering, at the earliest possible period, the estimates for 1860. Under this arrangement, the improvement of the harbour and other urgent public undertakings need not be delayed, yet they will not be prosecuted without their necessity having been affirmed by the authority of the council, and the requisite funds having "been duly appropriated.
