Three notices appear in the "Herald" of this morning, having reference to harbour improvements about to he immediately undertaken — one requiring tenders for stopping up the present channel between Gough Island and Maori Island ; another, tenders for removing sand or mud from the point at the entrance to the Iron Pot, and depositing it upon land to be reclaimed ; and a third, tenders for supplying piles, planking, &c, for the proposed work. It will seem at first sight that the works thus intended to be carried out will involve a very heavy expenditure ; and many will conclude that they should not be undertaken without a special appropriation by the Provincial Council. But the answer to this is that, in harbour improvement above all other public objects, it is necessary to take "time by the forelock," — that the members of Council, or at least a large majority of them, have sanctioned the step that is being taken, — and, above all, that the works are intended to'be self-supporting. They will cause no more than a temporary drain upon the Provincial revenue. The object at. present aimed at is twofold : to initiate those harbour improvements which are mostimperatively required, and, at the same time, to supply a desideratum which has long been felt — a good road to connect the Shakespeare road with the harbour. To repair a road formed under such circumstances would be manifestly injudicious ; yet the exigencies of increasing traffic loudly demand that something should be done. The people, so far as we can learn, seem generally to be of one mind with the Government in this matter.
