FLEET OF SUBMARINES
CONSTRUCTION BY GERMANY USE IN EVENT OP BLOCKADE (United Press Association —By Electric Telegraph Copyright.) Received Noon to-day. LONDON, Aug. 23. “Le Journal” declares that Germany is ■constructing a fleet of commercial submarines for use in the event of a war-time blockade. Each will be of 3000 tons, 120 yards long, with 800 tons freight capacity. The surface speed will be 18 knots and 10 knots when, diving.
