FIRST READING IN LORDS LORD SALISBURY'S PROCEDURE (United rress Association—By Electric Telegraph Copyright). Received 2.45 p.m. to-day. LONDON, May (>. The House of Lords read for the first time tlie India Bill, after Lord Salisbury had delivered a half-hour attack on it. Lord Ponsonby protested against the tirade being made on the first reading, without notice. Lord Halifax in reply pointed out that Lord Salisbury’s procedure was so unusual that only five times had it been followed since IS4G, twice out of five bv Lord Salisbury himself. 1
