Stimson, former Secretary of State, in a radio broadcast unexpectedly came to the Administration’s aid. Ido urged that President Roosevelt’s request for power to adjust tariffs in the interests of reciprocal trade treaties should be granted and discounted opponents’ arguments that it would give the executive dictatorial powers. He said it was impossible for Congress effectively to cope with the shifting conditions which imperilled America’s foreign markets, which were essential to the restoration of American prosperity. “Tariffs and restriction,” Air. Stimson said, “have been applied as emergency remedies, and very often the remedy only increased the disease.” In connection with the tariff question it is learned that Air. Roosevelt is greatly alarmed at the small imports of foreign spirits, with a large illicit trade still flourishing If given tariff powers lie would probably drastically cut import duties.
