LONDON, April 12. »In the House of Commons, replying to Lieutenant-Colonel Gault’s question whether he would consider the advisability of establishing a permanent Imperial Secretariat to study the welfare of the Empire, Mr. MacDonald recalled that the constitutional subcommittee'at the Imperial Conference last year had not recommended such a step, and it would not serve a useful purpose to raise the question.
