ROO,SEV'ELT N.R.A. POLICY WASHINGTON, April 4. A nationwide (ballot-tbox test of the ‘‘ nersv deal” will start in the United States next, week, when Illinois voters will line up for the first- primaries of the .“off” year. The elections will inaugurate activities that- in the next seven montns will reach into every .State. November will finish the election of 35 senators and about the same number of Governors and the entire House of Representatives. Republicans are voicing openly the hope that the usual off-year tide will restore to them many offices lost in the Roosevelt landslide in 1932. Democrats predict that gains in the 'Senate will offset the immaterial loss of seats in. the IHouse. ‘The -Speaker of tne House of Representatives, Mr Henry T. Rainey, brought the White IHouse angle strongly into the picture when he challenged the unfriendly financial interests- in New York, which were planning to donate heavily to the Republicans in an effort to defeat him because of his stand for Air Roosevelt’s measures.
