DOMINION FEDERATION ELECTION OE OFFICERS.. (By Telegraph —Press Association.) WELLINGTON, Sept. 20. A unanimous decision to form a. Dominion federation of school committees associations was reached by delegates from most associations m New Zealand at the conference held at Wellington. Mr C. R. Mackie (Canterbury) explained that his association wished to examine the constitution before deciding to join. The conference elected, Mr VV . i reen (South Canterbury) president and Hie chairman of the conference (Mr fi. \v ■ Angley) is to rank as past president. The conference set up a Parliamentary committee consisting of Messrs F. H Onglev. N. A. Ingram and L. J. McDonald to keep in touch with any proposals affecting primary education. The problem of inefficient teachers was discussed and the following resolution was carried: “That iff the best interests of the school .system it would lie advisable if inspectors should be more subject to the control of boards and that their reports on the work of the school be based on collaboration with the headmasters.” The conference also passed a resolution that an education board should have power to remove any teacher or teachers and right of appeal against any such decision should be limited to showing that it was not in the interest of the school that he should be removed. . The following officers .were elected: President. Mr J. W. Preen; senior vice-president, Mr A. Roberts; vicepresident. Mr R. Vercoe; secretary to be appointed by the presidentexecutive. Messrs J. Walker, H. H. Johnson. S. Ben stead, with newer to add. The confereffce passed a resolution expressing the view that five-year-olds should be readmitted to schools, and that kindergarten departments, should be nrovided at primary schools.
