NEW CABINET OF GERMANY

BERLIN, Jan. 30. The new Chancellor, Herr Adolf Hitler, has formed a Cabinet including the following: Herr Wilhelm Frick, Minister of the Interior. Baron, von Meurath, Minister of Foreign Affairs. General von Blomberg, Minister of Defence. Count Schwerin von Ivrosick, Minister of Finance. Herr Hirgenberg (Leader of the German People’s Party), Minister of Oommeree and Agriculture. Herr Franz Seldte (the well-known Steel Helmet leader), Minister of Labour. Herr El.tz von Ruebenach, Minister of Transport. Captain Goering, Minister without portfolio and also Minister controlling the Prussian police. It is understood that while the- Government is headed by Herr Hitler the power behind the throne is Dr. von Papen. Socialists and Communists are expected to fiercely oppose the Ministry. Herr Hitler insisted on filling important Ministries with Nazis and ie-q-uired that storm troopers be officially recognised on the lines of the Italian Fascists. Though several powerful subordin-, ates of Herr Hitler are included in the Cabinet, the fact that it is a coalition ptobably will prevent -the adoption of an undiluted Nazi programme. It is understood that Herr Hitler is expected. to obtain authority to- dissolve the Reichstag and, if necessary, arrange for a new election. Prices on the Bourse rose as a first' reaction to Herr Hitler’s appointment, but suddenly weakened, especially the bond market, this apparently being duel to uncertainty concerning his economic policy. Many internal changes are likely, including the Presidency of the Reiclisbank, in which Herr Hitler will probably supplant Herr Luther by Herr Sell act. Lance-Corporal Adolf Hitler, formerly a house decorator, has achieved his ambition to occupy Bismarck’s seat, but without Bismarck’s power. A point of speculation at the moment is whether Her Hitler will induce the Centre and the Bavarian People’s Partv, both of which ai'e Catholics, to support the Cabinet with their 89 votes without which a majority is impossible. An alternative commonly suggested is an early dissolution and a new election on the" slogan. “Rally to Hindenburg and Hitler for the reserve of the Fatherland.” - Meanwhile the Nazis are extolling President Hindenburg as the war leader linking his glory with the name of Young Germany. A Nazi manifesto jays: “Twelve million people swear to fight inside the Government camp as they did outside. We stand or fall .vit'h Hitler.”

Labour is already talking of a general strike against oppression, yet most believe there is sufficient moderation a the Cabinet to prevent Herr Hitler from embarking on a provocative •onrso regarding which some recall his Leipzig boast of 1931, “As soon as the movement is victorious the criminals of 1918 will have to answer for their actions. Either their or our heads will roll in the sand in the struggle.” Significance attaches to the fact that .strong Hitlerites, Herr Goering, controller of the police and Herr Frick as Minister of Interior, occupy the key to the position in the Ministry wherein ail alliance of the Brown Shirts and the Steel Helmets is signalised in Herr Seklte’s acceptance of office. The story is current that the coalition was precipitated by warnings that some sections of the Army were planning a coup d’etat to force a dictatorship.

The “Dailv Express” Berlin correspondent. savs President Hindenburg entrusted Dr. von Papen with negotiations for forming the new Cabinet. Dr. Papen offered Herr Hitler the Chancellorship with himself as vice-Chancellor and Commissioner for Prussia, but as the commissioner'ship carried the control of two-thirds of the German police Herr Hitler at first refused, considering that a Hitlerite must be selected for the post. The “Express” adds: “A Papen dictatorship is now the President’s only alternative. It is expected the Socialists would thereupon proclaim a general strike. The Re.ichswelir general also warned President Hindenburg that Dr. Papon’s return would mean civil war.”
