AMBASSADOR AND ROOSEVELT. j (United Press Association—By Eiectnc Telegraph | Copyright., j WARM SPRINGS, Jan. 29. j A tentative understanding for the ! March meetings to consider war debts | and plans lor world-wide economic recovery was reached on Sunday, by the President-elect (Mr. E. D. Roosevelt) and the British Ambassador (Sir Ronald Lindsay). A note handed out by Sir Ronald Lindsay as he departed en route for London gave the only announcement which hak been issued from two statesmen. The note said: “The British ambassador and Mr Roosevelt had a wholly informal and unofficial but very satisfactory conversation .concerning tentative arrangements for the coming meetings in Washington. It is hoped it will be possible to start these meetings early in March.” The fact that the statement referred to “meetings” and not to a “meeting’s is. interpreted by isome here to mean that Mr. Roosevelt’s desire for separate negotiations on debts and economies'still stands. Sir Ronald Lindsay adndtted that great difficulties were facing -c, final .settlement, but added. “We are going to make a good effort.” He was ex” fcremely reticent regarding definite details and smilingly parried questions. He did not wish to .-answer such a question as that concerning the report that Mr. Roosevelt had invited Mr. Ramsay MacDonald to come to America. The general feeling is that the conference largely consisted of the formulation of the procedure of negotiations, that Mr. Roosevelt made no promises and has not abandoned the idea that die debt situation may furnish aw opportunity for bargaining.
