HOSTILITY TO CHANCELLOR
FACTIONS IN GERMANY VON PAPEN MAY RESIGN PROBLEM FOR PRESIDENT. TALK OF DICTATORSHIP. (United Press Association—By Electric Telegraph Copyright.) BERLIN, Nov. 17. Dr. von Papen’s position is challenged by the hostility of the Centre and Bavarian People’s Parties, representing over 80 seats, following the attitude of the Socialists in refusing to co-operate in the new Government. One authority forecasts that President von Hindenburg will offer the Chancellorship to any party leader who .is able to command a majority m the Reichstag. If none can fulfil this condition Dr. von Papen will become the dictator and the Reichstag will be dissolved. , Others suggest that President von Hindenburg will seek another Chancellor whose record will excite less bitterness. . The “Vossische Zeitung states that Dr. von Papen is expected to report to President von Hindenburg later in the day his failure to secure the cooperation of the other party' leadens and will tender his resignation. It is expected the President will summoh the leaders, induing Herr Adolf Hitler, to to discuss the situation. 1 lie Reichstag is supporting, or at least tolerating, the present Cabinet.
