TIME FOR CONCERTED EFFORT CO-OPERATION; NOT RIVALRY AGREEMENTS BY CONSULTATION. ECONOMIC COMMITTEE’S URGE. (United Pres* Association—By Electric Telegraph Copyright.! LONDON June 1. The Imperial Economic Committee’s twenty-first report deals with Imperial industrial co-operation. It expresses the opinion that the time is ripe for a sustained effort to promote this cooperation by organised and continuous association between industries and the various parts of the British Commonwealth for the purpose of meeting changing conditions. “To co-operate to mutual benefit cooperation between those engaged in similar industries in different Empire countries should be based on agreements reached in consultation by representatives meeting in a spirt of cooperation, riot rivalry,” states the report “These should be subject to periodic revision and should leave the market for certain classes of goods to the less industrialised Empire countries and the market for more specialised goods to the more industrialised countries.
“Tariffs could he legitimately used to safeguard agreements provided the Governments concerned were satisfied the agreements were in the economic interests of their own countries and calculated to promote industrial cooperation, but high customs duties for revenue purposes might operate in a protective manner to render the agreements ineffective.”
