TOKIO, May 25. Viscount Sato is experiencing difficulty in forming a Cabinet. Capable men, having strong party affiliations, are declining his offers. Mr Takahashi alone is accepting office. He will be Minister of Finance.. The vernacular newspapers deplore the unwillingness of the statesmen to sink party differences for the common good of the country.
