SCHEME UNDER PROHIBITION PROPOSAL IN AMERICA STATE CONTROL AIETH.OD (United Press Association—By Electric Teiegrapb Copyright.) Received 11.45 a.m., to-day. WASHINGTON, March 5. Chairman Raskeb lias proposed to the Democratic National Committee that an additional amendment be made to the Constitution permitting States to manufacture and sell liquor within their own borders. This would not entail ,a repeal of the Eighteenth Amendment and would permit States so desiring to continue to operate under the Eighteenth Amendment with the full protection of the Federal Government.
