In the House of Commons, the Foreign Secretary, the Right Hon. A, Henderson, referring to the naval agreement said that subject to the concurrence of other signatories of the London Treaty a solution had been found for problems left? out-stand in by the London conference. Serious difficulties which, hadl ion* long been preventing agreement had been overcome. This was only by the keen desire of both Paris and Rome for agreement. He emphasised that whatever actual, limitations were imposed the outstanding feature was political and the fact of agreement would increase the feelings of friendship and co-operation between all tile signatories of the London Treaty. , , , The First Lord of the Admiralty, Right Hon. A. V. Alexander, replying to a question said the Governments naval policy had been based on the hope that such an agreement and Bi itain’s replacement 'programme which was within the limits _ of the treaty would in no way prejudice the cause ot disarmament at the forthcoming conference. PRESIDENT’S CONGRATULATIONS. Received 1.30 p.m., to-day. WASHINGTON, March 4. .President Hoover has issued, a statement congratulating the participants 9* the Franoo-Italian naval settlement. “I feel responsible that the heads or the Government and the people of the world owe a debt of gratitude to the infinite patience and ability of all who collaborated so effectively towards a settlement,” he states.
