DISTRESS IN PHILADELPHIA MAYOR’S RELIEF FUND APPEAL MARTIAL LAW AS ALTERNATIVE United Press Association —By (Tietrio Telegraph Ctopyriaiit.) NEW YORK, Feb. 16. A Philadelphia message states that the Mayor,' Air Alackey, asserts that at least- 250,000 persons in the cits are without the bare necessities of life. He says that the militia will he needed to ]»reserve order unless the wealthy citizens contribute to the relief funds. Up to the present time the great proportion of the money is being contributed by the working class. “It is the poor man who has saved the situation,” adds the Alayor. “I am not an alarmist, and I am not over-emphasising the facts. No one wants to see martial law, but if the relief committee breaks down because of the failure of the people to contribute, it will be impossible for the police to .contend with the conditions which will he created.”
