Staggering of of!ice or store hours in order to avoid tiio morning and evening rush in congested centres is suggested as a measure of road traffic relief in a report made public by the l Albert Russell Erskine Bureau for I Street Traffic after a series •of traffic surveys in vaiious cities, [states the “New York Times.” [ “While this has been considered in .many cities, business establishments, particularly the larger retail stores, ! have feared that such a change might | exercise an adverse effect on community buying habits,” the report says. I “Additional studies, however, indicate that such a change would be particularly beneficial to retail shops in the business district. “Opening stores at 9.30 instead of 9 and closing half an hour later, at d instead of 5.39, would increase ’the office workers’ opportunity to shop comfortably and would at the same time promote a. marked increase in the efficient use of street and transportation facilities by reducing the peak load imposed by the tremendous rush from 8 to 9 a.in. and from 5 to 6 p.m.”
