In view of the ‘Ruhr colliery deadlock President Hindenhurg lias signed an emergency decree overcoming the present necessity of at least one of the parties concurring in the aribitration award by enabling the appointment of a special arbitrator empowered to call in two independent assessors to give an award which the Labour Minister immediately makes eompulsorv.
