LIBERALS IN ONTARIO. (United Press Association—By Electric Telegraph Copyright.) OTTAWA, Dec. 17. A Toronto' message states that the Liberal Party of Ontario, in convention, elected" as its permanent leader Mr. Michael Frederick Hepburn, member of the Federal Parliament for Elgin AVest. He defeated Mr. Elmore Philpott, a Toronto newspaperman, by several hundred votes when Mr. Sinclair, for seven years the party house leader of the Legislature, withdrew.
