LONDON, Dec. 17. Addressing a gathering, of Conservatives, Mi: Stanley Baldwin declared: “It is my firm conviction that the moment Britain joins all other industrial countries having their own tariffs and the moment the world sees us negotiating with the Dominions for Imperial economic unity, Europe and the United States will doubt whether high tariffs, are going ultimately to benefit the world. 1 am not in the least alarmed at the Liberal-Labour pact.
