In recommending to Congress to-day a 3,932,842,000-dollar 'budget for the next fiscal year, President Hoover opposed the continuance of reduced income taxes. He reiterated his prediction that there would be a 180,000,000dollar deficit this year and issued a warning that if the appropriations were exceeded during the next six months to alleviate unemployment and the drought, they would result in another deficit in 1932. He supplemented his request for 150,000,000 dollars for unemployment and an emergency appropriation for construction work with a proopsal for 132,000,030 dollars to be spent on public buildings.
