The Government of India's appreciation of the situation up to October 18 says that prompt action has been taken in' the Bombay Residency under the ordinance promulgated on October 10. A large number of organisations that have played a prominent part in the civil disobedience movement have been declared unlawful, and the policy has been taken up of occupying the headquarters of the more important oi them. The immediate result of the action taken under the ordinance has been definitely to discourage the movement.

Evidence from various sources confirms the decline of popular enthusiasm and the growth of dissatisfaction against Congress methods. A sure sign of decreasing interest is the growing tendency for convicted persons to obtain remission of their sentences by offering ■ apologies and ■ pledges of future abstention from lawless activities. In Bengal alone more than 2v?00 prisoners have been so released. Despite efforts made to belittle the round-table conference and bo hold up to contempt the Indian delegates who are attending it, there is an increasing recognition of its importance.

Fifteen hundred Afridi tribesmen, representing all clans, have arrived at Jarudl for a great “Jirga,”. or tribal gathering. They were called together by the Government to answer for their misconduct in attacking Peshawar during the summer. They offered all isorts of excuses, including dissatisfaction with the Government, and attributed the continuous agitation to Congress propagandists from British India. They were informed of the Government’s measures to prevent a repetition of the outbreak and their reply is expected todav.

The inaugural meeting will take place at noon on November 12 in tho Royal Gallery of the House of Lords.
