REQUEST FOR COMMISSION

A RECURRING PETITION. (Bv Telegraph —Press Association.) WELLINGTON, Sept. 11. The committee on private Bills recommended in the House of Representatives to-day that, notwithstanding non-compliance with certain standing orders, the London and New Zealand Bank Limited Amendment Bill should be allowed to proceed. The report was agreed to. Two other private Bills, the Presbyterian Church Property Amendment and the Managers of St. Paul’s Presbyterian Church (Oamaru) Bills were also reported from the same committee.

The Statutory Land _ Charges Registration Amendment Bill was introduced and read a first time.

The Paten Borough Empowering Bill was reported from the Local Bills Committee without amendment. The Public Petitions Committee reported on the well-known petition of F. G. Dakiell. who prayed for an investigation under Parliamentary authority of the question of what human industry really is in practice. The committee expressed the opinion that the petition should be referred to the Government for favourable consideration. It further suggested that _ the inquiry asked for in the petition should he referred to a committee consisting of Sir Andrew Russel (leader of the New Zealand Division in France), Sir Donald McGavin (head of the medical branch of the division), Messrs W. S. Bennett (superintendent for New Zealand of Dalgety and Co., Ltd.). W. S. Butler (president of the New Zealand Snwmillers’ Federation), D. G. Clark (formerly Commissioner of Taxes), A. 11. Cockayne (assistant-Director-General of Agriculture), Professor T. -A. Hunter (professor of philosophy at Victoria College), and H. F. Johnston, K.C. “These gentlemen,” the committee stated, “have expressed their willingness to act if granted the powers of a Royal Commission so that they may have power to call witnesses as to the ascertained essentials of organisation, and such expenses as may be incurred shall not be a charge on Government.”

After a number of members had referred humorously to the subject Mr Ma.ePhenson, replying, said each of the nominees for the commission had intimated that he was prepared to act and some good would be achieved if, at no cost to the country, this recurring petition were finally- disposed of. The Meat Export Control Amendment Bill (Air W. D. Lysnar) was re ported from the Agricultural and Stock Committee with amendments.
