CRISIS IN CHINA SHIPPING SUSPENDED SHANGHAI PORT ORDERS. (United Press Association—By Electric Telegraph Copyright.) Received 2.40 p.m. to-dav. SHANGHAI, Feb. 13. The Chinese Government has issued orders suspending the clearance of all Chinese coastal vessels from Shanghai for a period of two days. The Customs accordingly held tip papers, allowing only three ships to clear. The reason for the astonishing move, is not clear at present, but- it is believed it presages an outbreak of hostilities against Honliisislian, necessitating the transfer of large bodies of troops up the Yaugtse.
