HARMONY WITH PEACE PACT

(British Official Wireless.) RUGBY, Jan. 13

The Leagu 0 Council meeting, which opened at Geneva this morning, has upon its agenda paper several questions to which the British Government in particular attaches great importance.' Among these is the British proposal that a committee should be appointed to amend -the League Covenant so that it will be brought into harmony with the Paris Peace Pact, which bars war as an instrument of national policy. The Foreign Secretary, the Rt. Hon. A. Henderson, who is the chief British delegate at the League, hopes that the committee will be able -to- produce a harmonious report which the League Assembly will be able to accept when it meets in September. Th e British Government lias circulated a proposal regarding the situation in Palestine and desires to receive from the Council, under which Britain exercises the mandate, an authoritative ruling on the respective rights of Jews and Arabs.

The British Government will urge that the League Assembly’s decision regarding the manufacture of drugs shall become effective as speedily as possible. Britain is anxious that measures leading to a. plan for the limitation and rationing of the world’s manufacture shall be pressed forward.

Mr. Henderson will return to London in the middle of the week, and Dr. Hugh Dalton, Parliamentary Un-der-Secretarv for Foreign Affairs, will take his place as head of the British delegation. At its morning meeting the Council examined various reports submitted by the Italian delegate. Signor Grnndi, regarding the procedure for the acceleration of the ratification of conventions. Mr. Henderson assured the Council that it was the desire of the British Government to see all the conventions of thp League brought into force as soon as possible.
