Copyright.) Received 11.45 a.m. to-day. SHANGHAI, Jan. 6. The Ministry of Foreign Affairs at Nanking announces that the effect oi the extraterritoriality mandate upon the Powers is generally encouraging and satisfactory to China. Discussions are proceeding between Dr. \Yu China’s Minister at Washington and the American State Department. Simultaneously discussions are proceeding between Sir Miles Lampson the British Minister at Peking, and local officials. . Nanking believes that with two major Powers already agreeing to the principe of extraterritoriality .abolition other countries will follow. It is reported that Japan is ignoring the mandate until events necessitate action.
