It is now considered certain that the State Cabinet will retain the child endowment scheme, but will draft a formula to provide for a basic wage for the man and wife without children at above £4 weekly. The endowment fund will not be made a direct charge on industry as at present, hut the fund may be built up by weekly contributions from employer and employees and a subsidy from the Government.
