WORLD COURT
AMERICAN PARTICIPATION STILL A LONG WAY OFF RACK-STAG K OPPOSITION. (United Press Association —By Electric Telegraph Copyright.) tAustralian Press Association.) Received 10.55 a.m. to-day. WASHINGTON, March 20. Congressional authorities are agreed that American participation in the World Court is -‘•till a. long way off, despite the successful conclusion of the Root negotiations at Geneva. Backstage opposition to the agreement, which is' likely to be led by Senator Borah, has grown up, and notice ha.s been served privately that the subject cannot- he squeezed into the coming short session. Action, therefore, may have to await the popular session commencing in 'December. Thus, il no opposition had appeared, the matter would nrobablv have been handled within the next few months, but- now iit may not- come up for a year. In the meantime any nation party to the count or a member of tlie Council of the League of Nations could thwart the wlidie procedure by objecting to the Root arrangement, which gives the United States the right to stop any decision from the court in which it claims nn interest.
