The text of a protocol whereby the pan-American Conciliation Conference hopes to settle the Bolivian- Paraguay border, clash, was cabled to the two Governments in the dispute to-day. An answer is not expected before December 2.0, but the conference delegates indicated that they hoped to announce a peaceful and satisfactory solution of the dispute before New Year’s Day. They also declared that both Governments had agreed to reach a settlement.
