DOUBTFUL OUTLOOK. LOCAL OPTION BILL. DEPENDS ON PRIME MINISTER. (By Telegraph—Special to The Star.) WELLINGTON, Sept. 12. Supporters of daylight saving are becoming very dubious over the _ possibility of 'making any' progress in the present Parliament. The whole position <1 ©pen ds upon the Prim© jMiuister ? ivho is well known to be dubious over the principle, though he may revise a former measure to institute standard time 12 hours ahead of Greenwich, instead of 111 hours, which is the. present arrangement. Mr T. K. Sidey’s local option proposal is not to be further discussed, though it remains on the order paper. The decision of the House was that the report of the committee should lie upon the table, and -the Bill was set down for committal “next sitting day.” No other .time for committal could ibe named as Government business now takes precedence over private members’ Bills and will continue to do so for the remainder of the session. If Mr Sidey is desirous, and the Government is willing, an arrangement can yet be made -to take the Bill into committee of the whole House, but there does not appear to be.any great prospect of this being done. The fact that the special committee was unable Ito recommend that the Bill should be allowed to proceed does 1 not imply anything more than a suggestion to the House,' which will -have the matter in its own hands, should the Government allow the Bill to be committed. Some city and town members are disappointed at the turn the events ihave taken in connection with the daylight saving proposals, as they ore afraid. 1 it may have an adverse political effect at the general election. As on offset to this is the firm opinion of some country members'that they would be seriously prejudiced by. supporting summer time.

BILL NOT TO BE PROCEEDED WITH. WELLINGTON, Sept-. 13. An announcement of his intention not to- proceed with his Local Summer Time Bill Avas made by Mr. T. K. Sidey in an interview yesterday. He does not- intend to go to the length of having the Bill removed from the Order Paper of the House of Representatives, but he has decided, in view of the latest developments-, that be cannot, ask the Government to provide an opoortunity for bringing the measure before the House again. f
