The Associated -Chambers of 'Commerce of India and Burmia, representing nearly £1,000,000,000 of capital, have sent a memorandum to the 'Simon Commission advocating full autonomy for the Indian provinces provided: Firstly, that the Central Government of India is strengthened as against an a all-Indian legislative assembly; secondly, that 'the Central Government be given powers of intervention in the . event of a breakdown of the constitution of the provinces; thirdly, the second chambers to be increased in the provincial assemblies; fourthly,- that there are adequate safeguards for the y administration of the police; fifthly, Sj that there be an insertion of a clause in the new Government of India Abt forbidding commercial discrimination in anv form.
