CAPETOWN, July 27. The Prime Minister (General Hertzog), in his- concluding address during a tour of the Free State, devoted his remarks to the native question. He warned- the country that if civilisation were based on uncivilised labour it would follow the path of the older civilisations which were based on slavery. He pointed out the danger of the natives ceasing to he pastoralists and becoming industrialists, which would be disastrous in the cities, where the natives were at the mercy of agitators. The stage had been reached which compelled taking of action, and he hoped his Bills would pass next session.
