Received 1.40 p.m., to-dav. LONDON, July 25. The House of Lords passed the second reading of the T'otalisater Bill without a division. In an amusing supporting speech, Lord De-shorough alluded to the raucous bookmakers and their litter. He .said that he had often listened in -bygone days to the blandishnientgj otf bookmakers boasting that they had dined the night before Lord Rlot'hischikl, wlio on those occasions, must have had a noisy party. We were passing from greyhound racing to terriers chasing a rat; next we would have pomera-n-ians chasing' white mice.
