SHANGHAI, July 20.

Special interim regulations governing the relations of China, with foreign countries in regard to which treaties have expired will be drafted by the Nationalist Government. The latter recently informed the Flowers that all Sino-foreign treaties must be revised on terms of equality. Already the Spanish, Portugese, Italian, Danish and Japanese commercial treaties have expired. As instancing the Chinese determination to enforce this revision, this afternoon a Chinese judge ordered from the court an Italian Consular deputy, wlio was watching the appeal of a Greek sentenced to 15 years’ imprisonment for robbery. The judge based his authority for doing so on the expiration of the Si no-Italian treaty and informed the deputy he was aio longer a foreigner with extra-territorial rights. The announcement was received with dismay, as it was generally believed that China would allow the Italians to maintain their former status pending a revision of the Sino-Italian treaty, and diplomatic intervention is being sought. The removal of extra-territorial right will be the signal for an exodus of foreigners from Cliing, and this is believed to be the aim of the Nationalists.
