GROWTH OF THE MOVEMENT

WiEIL-LtINGTON, June 19. The fifteenth annual conference of the executive .council o£ the New Zealand Public Service Association was opened to-day by the H'on. It. A. Wright. He extended to delegates a very cordial welcome to Wellington. He gathered that the association was ft peace-loving body and said it was a pleasure to bo among them. Welcoming Mr Wright previously the president, Mr McKay, had expressed the hope tlia-t good relations between the service and the Government would long continue. Mr Wright had soanetliimg to say with regard to complaints of the growth of the service. He said tlic growth wa,s inevitable if the country was to develop. He wanted to shoiw the fallacy of the insinuation that there was no necessity for Ibig cities. Whether a man. was a primary producer or not did not matter. Wherever there was a good harbour a town would spring up. A civil service, ships, railways, etc., were absolutely essential, to the primary producer,' who could not get on without them. The report snowed an increase in membership from 5645 to 5727. The amount collected in subscriptions was £3098, against £2959. The following officers were elected : President, Mr A.
