A British United Press message from Rome states that there is some mystification concerning the Rt. Hon. S. M. Bruce’s announcement of an agreement with Italy to limit migrants to 3000 for tiie next 12 months.
The Director of the Foreign Office said that no negotiations were pi'oceeding, much less any agreement. Italy was still restricting emigration to Italian colonies or to the Mediterranean. She at present was not granting more than 250 visas per month to Australia, and then only when employment was assured.
