Mr Cook, as a member of the committee, said that it had given t-heqnesi-tion of unemployment- full consideration and schemes' in the- countries thrciughout the world were discussed. [The employers’ representatives l , however, could not see their way to recommend the Government to adopt an unemployment insurance scheme. It tv as felt, however, that the data gathered and the must experience should make the committee to be set up consider the matter very carefully. Air Black suggested that registration of unemployed be made compulsory. As union secretary, he knew that returns m this head were only approximate.
