A message from Passadena states that Dr. Robert Millikan, of the California Institute of Technology, has published a paper declaring that he has conducted experiments tending to show that a process of creation is now going on in the heavens, and that the earth, instead ol being a disintegrating world, as has long been believed, continuously changing and cvoluting one. . . Dr. Milliken at the same time issued a warning against accepting his announcement as fact until it has been proved by' further tests. His tests consisted of measurements of cosmic rays, which disclosed “the birth of elements,” and, incidentally, confirmed certain of the Einstein equations and upheld the latter’s theory.
