Seven years ago a law was enacted making members of county councils re...msible for unauthorised expenditure, and the Eltham County Counci 1 , at cnee took steps to pay off the amount' by ..early instalments of £I2OO. This procedure was questioned .in some quarters as being- bad business, but after events have proved the contrary. At present there is a. sum of £I9OO owing:, and at Saturday’s meeting of the council the treasurer (Mr A. Tiplady) pointed out that by following the usual course and paying off £I2OO there would remain only £7OO to pay next •nr. He suggested dividing the £I9OO into two equal payments of £950, thus making the position financially easier this year. The chairman (Mr C. J. Belcher) --.gieed. with the suggestion to ease the financial position to the extent- of £2OO this year. “We did the right thing,” he said, “in deciding to pay off the anecedent liability in this way. Some councils launched loans which they will carry for years.” Mr Tiplndy presented the following table of reductions that would be made in the rates levied in each riding as a result- of the proposal:—
